1. Handling process

Account registration → Real name authentication → Fill in and submit → Registration agency acceptance → Registration agency review → Obtain registration certificate

2. Real name authentication

Enter the official website of the center to register an account; After successful registration, follow the instructions to perform real name authentication before handling software copyright transfer and exclusive license contract registration business.

3. Fill in and submit

After passing the real name authentication, choose R21 software copyright transfer or exclusive license contract registration business, fill out and upload the application materials online, confirm that there are no errors, and submit the application.

4. Acceptance by the registration authority

If the application materials meet the acceptance requirements, they will be accepted; Software that has been sealed, repeatedly applied for, or has incomplete application materials will not be accepted (for example, if the application confirmation signature page does not have a signature, or if the correct application confirmation signature page and other application materials have not been uploaded, it will be deemed that the corresponding materials have not been submitted and will not be accepted); Except for situations where the application materials are not accepted, if there are problems with the application materials, the applicant shall submit corrections as required within 30 days. If no corrections are made within the time limit, the application shall be deemed withdrawn.

5. Registration agency review

Within 60 days from the date of acceptance, the accepted application shall be reviewed and registered if it complies with the provisions of the "Regulations on the Protection of Computer Software" and the "Measures for the Registration of Computer Software Copyright"; Those who do not comply with the regulations shall submit corrections as required within 30 days. If no corrections are made within the prescribed time, the application shall be deemed withdrawn; Those that comply with the relevant provisions of Article 21 of the Measures for the Registration of Computer Software Copyright shall not be registered.

6. Obtain registration certificate

After registration is completed, users can log in to our center's official website to view the announcement of software copyright transfer and exclusive license contract registration. Applicants or agents can download the software copyright registration electronic certificate from the User Center on our official website.

2、 Documents required for registration of software copyright transfer or proprietary license contract

The application documents for software copyright transfer and exclusive license contract registration shall include: contract registration application form, photos or scanned copies of the original contract, and relevant supporting documents. The application documents should be arranged vertically, with text arranged from left to right.

1. Contract Registration Application Form

Fill in the information items in the application form online, print the application confirmation signature page online (please do not change the content, format, and printing ratio of the application confirmation signature page without authorization), sign and upload its scanned copy (in PDF format), confirm it is correct, and then submit.

2. Software copyright transfer or exclusive license contract

The transfer contract shall specify the name and version number of the transferred software, the scope of the transferred rights, the scope of the transferred territory, and the effective date of the contract. The contract shall comply with the basic requirements of the Civil Code of the People's Republic of China and the Regulations on the Protection of Computer Software;

The exclusive license contract shall specify the name and version number of the licensed software, the scope of the licensed rights, the scope of the licensed territory, and the duration of the exclusive license rights. The contract shall comply with the basic requirements of the Civil Code of the People's Republic of China and the Regulations on the Protection of Computer Software.

4. Photo or scanned copy of the original registration certificate

If the contract involves software copyright registration or other related registrations that have already been processed, a photo or scanned copy of the original software copyright registration certificate or proof must also be submitted. If it is an electronic certificate, the PDF file of the electronic certificate should be submitted directly.
