Saudi Arabia is known as the "Kingdom of Oil" and is one of the countries with the largest oil reserves, production, and sales in the world. Saudi Arabia is the world's second largest reserve of discovered oil after Canada (with 24% of the world's total explored oil), the world's largest oil exporter, and a major member of the Organization of the Petroleum Exporting Countries. The revenue of the petroleum industry accounts for approximately 75% of the country's total revenue, 40% of GDP, and 90% of export revenue.
In terms of intellectual property, Saudi Arabia joined the World Intellectual Property Organization (WIPO) in 1982, and the King Abdulaziz City for Science and Technology (KACST) in Saudi Arabia is responsible for handling patent applications and technology transfers. On January 18, 1989, Saudi Arabia's first Patent Law was promulgated by Royal Decree No. (M/38), aimed at providing protection for Saudi invention patents. The law was revised in 2004. The revised "Patent, Integrated Circuit Layout Design, Plant Variety and Industrial Appearance Design Law" was promulgated by Royal Decree No. (M/27) on July 17, 2004 and came into effect on September 5, 2004. The implementation rules were issued on December 26, 2004 based on administrative decisions and came into effect on the same day. The Saudi government established the Saudi Intellectual Property Office (SOP) in 2017 as the only intellectual property authority in Saudi Arabia, aiming to integrate the intellectual property management powers previously undertaken by the Saudi Ministry of Culture and Information, Ministry of Business Investment, and King Abdulaziz City for Science and Technology (KACST), and actively promote the process of innovative cultural construction in Saudi Arabia.

Formal examination and substantive examination.
The China National Intellectual Property Administration will conduct formal examination of the application documents within 18 months from the date of submission of the invention patent application. If it meets the requirements, it will enter the substantive examination procedure. The applicant may submit a request for substantive examination before or after the China National Intellectual Property Administration accepts and examines its patent application. If the substantive examination is passed, the patent will be granted patent rights.
During the period of validity of the invention patent, any person who has any objection to the invention may submit a request for reexamination to the China National Intellectual Property Administration. If any third party raises an objection at any time, the applicant must reply within 30 days after receiving the notice.
The Saudi Patent Office conducts a preliminary examination of invention patents for a period of 5 months, and then makes an authorization decision and issues an authorization notice. If the applicant fails to respond within 30 days after receiving the authorization notice or within 30 days after receiving the rejection notice, the invention patent shall be deemed withdrawn and automatically invalidated.
